we have to get into town, make sure we're here and make sure we're ready for the parade tomorrow. >> we're on the eve of the giants championship parade. and many people are staking out their place along the route. >> 12 hours and counting until an out-of-this-world world series bash. one of the million people to see their beloved world series champs. the giants, strut their stuff and back to the glory of their second championship in a few years. >> we have live team coverage of tomorrow's parade. cheryl hurd in place with the fans. and we begin with jean elle on what it will take to protect the million fans. >> reporter: good evening. the san francisco police

department has its work cut out for itself tomorrow night. take a look down at the other side of the civic center plaza. there are giants fans taking pictures of the preparation, watching crews hang the championship banners at city hall. and law enforcement agencies are sending a clear message. troublemakers are not welcome. crews are working extra innings tonight, working to set up a festive giants world series victory celebration. >> we have a giants dog. >> reporter: gearing up for hungry crowds along the parade routes. workers are expecting a family-friendly event, even though sunday night was not so friendly. revelers burned a muni bus down the street. >> there was no damage done to our store front. so, we're grateful for that, considering everything that

happened in the area. >> reporter: more supporters are launching an online effort to help him get back to work. there's also an online effort to help police find vandals. san francisco's city attorney says if he can build a case, this man may have a repair bill to play. >> i can identify that individual and make that tie-in, i'm going to prove my case. >> reporter: police arrested 35 people after the giants' victory sunday. the district attorney charged 9 of the 11 cases he has so far. the district attorney says criminal charges won't be the only consequence. >> you will be pit in the pocketbook. in the event if you damage property and city buses and buildings, we will go after you civilly. >> reporter: a promise city leaders help to keep the peace,

as giants fans pour into san francisco to help celebrate a world series victory. that online effort to find that muni vandal seems to have paid off. police made an arrest tonight, arresting gregory tyler granite in san francisco. as for the other suspects, they're expected to appear in court tomorrow to answer the other charges. if you're coming down to see the parade tomorrow, you're urged to take public transportation. >> thank you, jean. that's why fans have streamed into san francisco, getting ready for the big moment tomorrow. and the floats will be lining up soon, too. >> reporter: all of the floats are here and ready to go. in fact, everything is in place. as far as the fans, they're getting ready, too.

>> i'm going to be dressed in warm clothes. it's going to be cold outside. >> reporter: tonight, giants fans, young and old, are preparing for the parade down market street. preparations are under way, if you're on the sidelines or part of the band. mark and wesley are tuning their instruments tonight and getting ready for the performance of a lifetime. they are part of the band leading the parade. mark was a sophomore when he transformed in the ticker tape parade in 2010. now, he's a senior, playing his trombone. >> confetti everywhere. it's going to give us a big -- we're going to have a lot of energy. it will be the first time. the student understand what a grand scale this is.

and figuratively. the storm killed at least 46 people on the east coast. right now, 6.6 million people remain without power in 15 states and the district of columbia. new york public transportation is getting back to normal after flooding in several new york city subway stations. >> reporter: fixing the destruction and the huge task of cleanup lies ahead. billions of dollars in damage. it can take months for all of the repairs and heal. tonight, in the bay area, people are doing their small part on the east coast. the fury of mother nature. look at what gusts can do to a building. ripping its entire side off. a record 14-foot storm surge flooded lower manhattan, turning sidewalks into rivers. the storm's force was too much for new york's power grid.

floodwaters shorted out a substation. >> trying to get information. no one has power. no one has internet. >> reporter: in new jersey, a rushing river of water overwhelmed parts of five new jersey boroughs. >> it was unbelievable. i never saw anything like that in my life. >> reporter: entire blocks empty. no people, no pets. their homes flooded. >> these people are suffering. i can't imagine. >> reporter: many blood drives being canceled because of the storm. nancy olson's doctor lives in new york. giving blood is a no-brainer. >> have to help how you can. >> reporter: there were flight consolation at sfo and san jose. but oakland to jfk is about to happen. it was scheduled to fly out about 10:00. but the latest data says it's

supposed to take off any minute. >> let's hope it gets off smoothly. coming up, an nbc bay area investigation. >> bay area schools overlooking a federal law that protects students. the investigative unit exposes the breakdown in the system. also, he was busted. a man caught trying to smuggle cocaine through sfo. the unusual way he tried to get through security. plus, just a week after a deadly shark attack, a california surfer is badly injured in another attack. we're watching areas of low clouds and misty skies for your morning commute tomorrow. and a satellite showing our incoming storm system is speeding up. when can rain will arrive and how it might affect the championship parade.

he was arrested at sfo for trying to smuggle cocaine to japan. he was allegedly carrying 100 cocaine-filled pellets in his intestined. he was acting as a carrier to elude customs officers. he was taken to the hospital and monitored by the staff until he passed all 2 1/2 pounds of the pellets that tested positive for cocaine. one week until the election day, and mud is flying in san jose with accusations of dirty politics in the district council race. nguyen supporters say they

caught on video, herrera husband, seen here, dumping nguyen's campaign signs in a trash can. but herrera's husband says that's not how it happened. he said the signs were posted on his front line. and he was attacked when he tried to get rid of them. >> i was knocked down. you know, i was walking around this corner. and somebody hit me in my shoulder and i went down. >> mr. whale en became verbally offensive. >> he was actually threatened. he told him he had a knife. should you be concerned if you're parents? an important federal law is being overlooked by some bay area schools. what has been uncovered about

title ix in some schools. >> reporter: when we hear title ix, we think of sports for women. it protects students from sexual harassment, by requiring schools to set policies and having a system in place for victims to file a complaint. they're supposed to make that well-known. but some educators aren't following the law. and others don't know what title ix is. a teacher and a principal. >> elementary schoolteacher is behind bars. >> a victim of sexual battery. >> sexual abuse by a teacher and a coach. >> it's haunting news. children, allegedly victimized at school. >> if something like this happens to your kid, your whole turns upside down. >> reporter: this mother doesn't want to reveal her identity. >> it's finally being tried and he's off the street. >> reporter: she tells us her 6-year-old was molested by an

employee at an after-school play. >> something inappropriate happened for them to go is troubling. >> reporter: that's where title ix comes in. schools that get federal dollars must have a title ix coordinator to handle sexual harassment complaints. and that person's contact information must be made public. we decided to test the system. using a standard e-mail address, we sent this message to more than 200 principals across 25 districts in the bay area. asking how to contact the title ix coordinator. we pointed out this person handles sexual harassment complaints. this is some of what we got back. we don't have a title ix coordinator. i'm not sure who you need to talk to. try labor relations. they should know. >> it's not just embarrassing. it's scary. >> reporter: kerry miller runs

an organization called sesame. >> every principal should know. >> reporter: we contacted 35 principals in the district. and none could nine the title ix coordinator. >> i believe they didn't know what you were talking about. >> reporter: we showed how some of its principals responded. i had no idea what title ix is. and i need to know who i'm talking to before i send that information. some principals said, they don't have a coordinator. >> they were confused. >> reporter: principals at the largest schools in the bay area, confused, about where to send someone to file a sexual harassment complaint. >> did you say who could i go to at your school site? every principal should have said, you can talk to me about a complaint about harassment or discrimination. and if they didn't say that, i'd love to know their names so we can follow up with them. >> reporter: actually, we did say that in the e-mail. here's our e-mail. remember, we clearly said, this

person handles sexual harassment complaints. are these responses okay? >> our principals will respond to parents and students about sexual harassment. >> reporter: you're not going to say one way or another if these responses are acceptable? >> we welcome our students and parents to come to us with concerns about sexual harassment or discrimination. >> reporter: she told us the title ix coordinator for the district is ruth step. but her name isn't on any document, which is required. the district says principals also handle complaints. >> they know their responsibilities. >> reporter: why would they tell us they don't have one? >> they know their responsibility to process harassment and discrimination complaints? >> reporter: but only three principals wrote back they handle compliants. and here's another problem. the u.s. department of education doesn't keep a list of coordinators. so, no one knows if schools are complying or not.

cheryl jordan is the assistant attendant of milpitas unified. after our investigation, is the official title ix coordinator. >> thank you for making us aware of this. >> reporter: everyone should know who the coordinator is at oakland unified. but of the 26 principals we e-mailed, only one knew the answer. >> that's concerning that more principals weren't aware who the title ix coordinator is. obviously, needs to be more vigilant in training in this area. as of san francisco -- >> it hasn't been brought to us as a concern by a parent or a student. >> reporter: because we're bringing it to you, it's not a concern. but if a parent were to bring it to you, it would be? >> we have shared your rights and opportunities. >> reporter: after talking to us

for ten minutes. >> thank you very much. >> reporter: she walked out. >> overnight, i think, to make sure that title ix is being followed. >> reporter: the office of civil rights in d.c., told us they respond to complaints. but no one is enforcing title ix regularly. a spokesman said they do conduct proactive investigation. but they haven't done any in the last four years. of the more than 200 e-mails we sent, a few did identify the title ix coordinator. but the majority did not respond or didn't know who it was. >> if you have a tip for jenna or anyone on our investigative unit, give us an e-mail or call. a northern california surfer is recovering from emergency surgery tonight after another shark attack. it's the second in nearly a week

along the california coast. the second one happened near eureka. you see the bites taken out of that surfboard. two of his friends, one happened to be an emt. both of them used their body weight to stop the victim's bleeding until the paramedics were able to arrive. >> he was gashed up in four or five serious gashes from the nipple down to his hip. he was bleeding out pretty good. >> the victim is reportedly in fair condition. a week ago, a 39-year-old surfer was killed by a shark on the central coast. >> let's bring in rob with not just a generic wednesday forecast. we need a specific hour-by-hour almost. >> 11:00, as the championship parade gets under way. things look good by midday. but the afternoon forecast changing a little bit, as we analyze the weather data coming in this evening. we'll show you how that impacts

the forecast in a moment p upper 50s, we have low clouds and some patchy fog and misty skies. wind onshore. it's the marine air that will make things cloudy and cool. rain out of the north bay, spilling into the entire bay area by the evening commute. and around trick or treat time, we will see the rain heavy at times, from northward, spilling into the south bay. north bay, may get rain out of the system. we have high clouds in the bay area. the latest information we have, in terms of timing out this arrival, we showed you. for the morning, we have mist and low clouds. you head out to the parade, rain in the north bay. however, with the clouds in place, and winds picking up out of the south, you're going to

want a nice jacket out there. temperatures close to 60. here's 3:00. and you start to see the rain get into san francisco. if you plan to enjoy things around the city beyond the parade, the rain looks like it's going to creep in by midafternoon. certainly by the evening. impacting the commute. and fortunately, this is trick or treat time for the bay area there. 6:00 to 9:00. rain sweeping to the south. maybe holding off around san jose. but most of the bay area, after sundown will see that rain spread on through. that will follow into thursday morning. and by thursday afternoon, skies start to clear. and things start to dry up towards the weekend. tomorrow, a cloudy day, with temperatures in the mid-60s around san jose. upper 60s in the tri valley. low to mid 60s and upper 50s and 60s in the north bay, as the rain gets started there in the north day. here's our system late in the
